A boarder from the mid north of South Australia, Frank Heaslip played cricket and football. He would later take up bowls and captain the Northern Areas team.
Frank Heaslip served an unbroken term of 46 years on the District Council of Carrieton, 14 of these as Chairman, and a term as president of the Northern Areas Local Government Association. He also participated in the Vermin Control Board and as a commissioner of the National Parks and Wildlife Service.
Active in the Methodist Church and at one time a member of its General Conference, Frank Heaslip was a driving force in the establishment of Westminster School, serving as fundraising chairman (contributing £5000 himself) and as first chairman of the school council.
